Yes it could, but again, all dragons are reptiles, hence cold blooded. 
Maybe it uses thermal layers in the ocean to visit colder climes, but it
still could not stay very long.  Rivers would provide access to many
places for the Sea Dragon.  Of course, the dragon could be using slave
labor to dig canals for it to access its inland "kingdom".
