I use miniatures in my games to give a "feel" for whatever situation they're
in.  To save some $$, I'd recommend finding two out-of-print Milton Bradley
games "HeroQuest" and "Battle Masters".  These were Games Workshop games
licensed to MB to sell in the US.  These games provided me with over 100+
figures combined with furniture pieces, door figures, etc.  Although the
figures are plastic, they are still pretty good to have around.  For using
other miniatures, Ral Partha and Citadel are pretty good as well.  I have not
seen the Skirmisher (?) system you're talking about, but I can find it.

The best quote I heard about WarHammer was "These books would make an atheist
cringe!" I'm not a big fan of WH either.
