The way that I have always felt about DCs is that they are sin.  Not that
they are some monster that can put sin into someone's life but that they
are in fact the sin.  There for as we are told that even thinking the sin
is the same as the sin we should there for destroy the sin before it gets
a chance to wake up.  In RL this is done by fervent Bible reading and
Prayer.  IG it would be done when we see one of the DC asleep.  To me the
only time in the game that you could murder is if it is a Onceborn or a
Light raider (Do this and the Gm is likely to kick you out).
