I thought talking with animals was about the hostility of the animal.  If the animal is hostile, it is hard to talk to, while if it was non-hostile, it is easy to talk to.

Not just names, but what Difficulty Level the animal would be.

Converse With Animals

(CA) = (JO + KI + GE) / 3

CONVERSE WITH ANIMALS (CA) is similar to Talk with Locals, except that it
involves communication with non-talking animals.

Note:  Just because a player succeeds in being able to communicate with an
animal, there is no guarantee that the animal will be in a mood to talk with
him!

Difficulty Levels

1 Talk with monkey

2 Talk with rabbits

3 Talk with small birds, mice, moles, chipmunks

4 Talk with dogs, horses, prarie dogs, rats

5 Talk with medium-sized birds, pigeons, squirrels, swallows

6 Talk with raccoons, badgers, marmots, mountain goats

7 Talk with bats, bighorn sheep, condors, deer, eagles

8 Talk with elk, foxes, wolves

9 Talk with bears

10 Talk with cats, cheetahs, cougars, lynx, mountain lions, lions
