The point is, in TDSC, it sounds like the players are penalized for using
special items even when it is appropriate.  I do not agree with that. 
When the items are not used appropriately, sure, penalize them.  My point
was that Moses was not punished for using his staff (and we all know that
it really was the power of God, and not the staff) to part the Red Sea.

Again, I agree with discipline for the misuse of WordRunes, Blessed
Items, StarLots, other people, ect.  Even if the punishment is that the
item just doesn't work.  Since they are items from the OverLord, they
would not work incorrectly, such as damaging instead of healing, they
would just not operate at the wrong time.
