If you read a bit more closely (LRH page 15, General Description of Dragons), you will see that the dragons are partially spiritual, partially physical beings, not just spiritual. After all, how could you damage a spiritual being with physical weapons? Reread the rules about dragon combat, RuleBook page 17, Fighting Dragons. It says that LightRaiders are never to initiate combat with a dragon. The dragon get the first swipe. So, dragons do not have the "death sentence" that orcs and goblins do. So, why don't they have the "death sentence"? Since they do not have the death sentence when they are grown, all the while have obviously caused untold damage, why should you crush their eggs to prevent further evil? It doesn't seem "right" to kill the babies before they have done anything though you are not allowed to go out and hunt the adults for the specific purpose of killing them.
