I don't think so because dragons are also physical beings, not just
spiritual.  Changing physical appearance requires matter transmutation.

Now, an illusion of some kind could make the dragon appear to be a unicorn,
or whatever, but there would be a chance that someone with a high (pick your
own Character Strength or Ability) could see through the illusion.  Once
Born would probably be easy to fool this way.

No.  It is a physical being with a fallen nature, it can't be an angel.
From the adventures, angels can manifest themselves at will, they are not
limited to staying in a physical body at all times.
