Both ways of formatting the WordRune book are helpful, just to different 
levels of players.  What about ordering them by difficulty, and then using a 
cross-reference system in the back.  That way, all the goblin WordRunes would be 
quickly accessible to more experienced players.  But new players wouldn't be 
overwhelmed by the large number of WordRunes, just presented with them in the 
order they could learn and use them.
