I don't know if anyone has already responded but I know that the 
information you are looking for is stored in the 'Internet 
Preferences' file.  This is at least true for IE 3.0 and up and I 
don't remember what version of system software it was started with.

Most of the information in the file is accessible since it is not IE 
proprietary but owned by the system.  I'm not sure how to access them 
though.
