Most probably limitation of the video card (I always found the built-in ATI card limited on my 7600 at home and on my 9500 at work) or your connecting cable (pinout of the monitor could be restricting you). I added a ATI Rage 128 card to my 7600 and using a HP M900 monitor (19" with resolutions up to 1600x1200 and 1920x1080) I have 3 different 120 Hz rates, two 85 Hz rates, and everything else is lower for the recommended set (control panel option). However, using the All set there is a 640x480-100 Hz, 800x600-100 Hz, and a 1024x768-100 Hz setting all of which work for my monitor. By the way, the HP M900 is a great monitor (I bought it used and regularly run it at 1152x800 75 Hz) much better than the ViewSonic Professional Series 21" I have at work (fuzzy beyond 1024x768).
