otherwise would be blocked by the list mechanisms.

The very file is named AquaAbout.sit.hqx. You may download it with 
your preferred Browser or with a FTP utility such as Fetch. Most 
Browsers and FTP-utilities will decode the Binhexing (hqx) and some 
of them will even call StuffIt for expanding the Compression (sit).

(I just did a test download and encountered no problems. Free StuffIt 
Expander 5.5 nicely decoded the archive.)
