I don't really know.To really find out we would have to study the 
PICT.FLTR code. The documentation says "PIC2 is used for a field that 
is buffered in an offscreen GWorld. The PICT filter builds the picture 
faster, but the PIC2 version scrolls complex graphics more smoothly.", 
so that is probably the best answer until someone investigates further.
