Are you desperate enough for wild guesses? Sometimes bizarre behaviors 
(not necessarily this one, AFAIK) can come from underpowered USB. Do 
you use a powered hub?

To test, you could try removing all USB devices except your keyboard 
and mouse, and plug them into different ports on your computer. If the 
problem goes away, it might be worth trying a powered hub.

The other possibility is a trip to Diagon Alley for a new wand.
