This was a known bug that has been already addressed, however I 
can't remember if it was before or after the official FB4 Release 1 
was out.
Did you try to do the same thing using the English IDE?
I'm a bit baffled I confess, because I have launched all the 
versions included in the European Release that are lurking on my HD 
and not one of them exhibits the problem.

I don't think a sheet window should prevent the end user from 
selecting another window, maybe you need to consider the use of a 
modal dialog instead. Other than that you could check the existence 
of the sheet window (provided you close it when it is dismissed) 
with the Window function: Window(-sheetWndNum) where sheetWndNum is 
the FB Reference number for the window.
You could also assign a category to the sheet window and test if the 
window is present with Window(_activeWCategory) and 
Window(_outputWCategory)
