Happily, with Netscape, I boobed on first try. 
Declaring the proxy correctly does solve the PASV 
interdiction problem after all.  Presumably with 
*any* browser at all too! My ISP is "free.fr";
its proxy is "proxy.free.fr"; and the associated
port number is  3128.
