Mmmh,

for a typographer (I'm none, but interested) this is far from true.

Italics are specially designed glyphs.
Oblique, however, in general means tilted (more correctly sheared) 
regular glyphs.
To obtain an oblique version of a font you don't need to have a 
separate oblique font.

Some font designers have decided that it isn't appropriate to have an 
italic style.
(Personally, I miss most an italic style for the Symbol font. Symbol 
is also simply sheared by about 12 degrees. You may check this with 
Illustrator or Indesign.)
