Yes, learning Cocoa when you are already competent in FB feels like a big step backwards for me. Apple likes to control everything and I think they take it too far. This code signing feature provides Apple with more potential control. I’ve noticed the other BASIC does not have a Cocoa version ( in beta but many testers say it is alpha ) but they at least have something running. It will be interesting to see if that Basic abstracts enough to insulate the user from learning Cocoa. If I have to learn Cocoa anyway, it might as well be with Objective-C.
