I will run the installer again.  

FWIW, I had downloaded the Xcode 4 app on the old machine, attemped installation, but didnt have enough hard drive space.

Used TimeMachine to move all the files to the new macbook, then installed Xcode.  

Maybe something didnt get installed.

Will re-install and see what happens.

Thanks for the tip on the project settings and file settings.  I was changing the file settings and building/running the project.
