A few assumptions:
(1) Xcode launches but doesn’t open a window?
(2) This is Xcode 3.2.6? ( or some version 3 of Xcode) ?

Opening the debugger window is the RUN menu and the DEBUGGER menu item. If the assumptions aren’t true, please post more information.

btw: that debugger screencast shows Xcode 3.x. A new one for Xcode 4.x needs to be created ( it’s on my 'to do' list ).
