I believe the Bible teaches a general principle of modesty that should 
be observed.  I think we err when we start talking about specifics 
(length of dress, style, length of hair etc) as there is nothing in 
Scripture (as far as I am aware) that gives such specifics - unless you 
are a levitical priest.  The challenge is that different folks will 
define modesty differently at different times, in different cultures and 
for different occasions.  I believe that both men and women (modesty 
does apply to both you know) if they are diligent in living godly lives 
will be able discern what is modest in a given time, place or situation 
- it must be from the heart and proceed outward.  They are not to be 
beholden to the latest styles and fads (i.e. wearing something just 
because it is "in").  Of course this makes it difficult when that is all 
you find in the department stores - it is hard to find reasonable modest 
clothing.  Scripture emphasizes that our chief and primary beauty 
(especially of women) is to be their works and deeds of faithfulness - 
but this does not mean a woman can't look good - As I mentioned in a 
recent message on Titus 2:3 - "A little red paint never hurt an  old 
barn" :-)
   The Gospel of Christ is not about rules, rules, rules - or even 
outward appearance; it is about the heart turned toward God - which I 
believe the Spirit will lead and guide from the heart outward so that 
the appearance, as a person grows in knowledge and grace will conform to 
modesty.

I should say that my wife grew up Mennonite and my in-laws are 
conservative Beachy-Amish Mennonites.  And there is much focus on one's 
outward appearance.  Unfortunately outward conformity doesn't always 
indicate inward purity and conformity.
