Actually I had ordained/appointed there all the time - here is my reply 
a while back to Art:

The great commission was given to the church, not individuals - the 
church consists of duly ordained leadership and members (laity).  Each 
have a function and role. The Church is to go forth, the church is to 
disciple, the church is to baptize and the church is to teach the 
commandments.
