The author is guilty of breaking the 1st Commandment, to love the Lord with all of his heart, therefore God views him as guilty of breaking every commandment including murder, adultery, etc. We aren't born morally neutral, Jerry, we are born guilty. We rebel against God with every thought, word, and deed that is not motivated out of love for God. Even our good deeds are filthy rags. Is it wrong to not commit murder? Of course not.
