I would say yes. The only thing that determines our salvation is faith in Jesus Christ. Tithing is done out of obedience and thanksgiving for what Christ has done. John 14:15 "If you love Me, you will keep My Commandments". One who does not tithe may not be obedient but that doesn't mean they aren't saved.
